9:40 am - 10:00 am WELCOME ADDRESS AND CHAIRMAN’S OPENING REMARKS

POWERING INNOVATION IN WATER MANAGEMENT TO IMPROVE THE REGION’S WATER SECURITY
UAE’s Future Water Strategy aims to deliver savings worth AED 75 billion, of which AED 9 billion are to be made through water desalination projects. The total value of investment in the top 10 water desalination plants being developed in the MENA region amounts to AED 19.3 billion.

10:00 am - 10:20 am OPENING MINISTERIAL ADDRESS: Overview Of Water Management Strategies In Saudi Arabia

Outlining strategies, visions and key investment plans for achieving strategic water security goals in the Kingdom

10:20 am - 10:40 am REGIONAL KEYNOTE ADDRESS: Best Practices Of Sustainable Water Resource Management In Jordan

At less than 150 m3/person/year, Jordan is one of the most water scarce countries in the world. High population growth, refugee influx, the depletion of groundwater reserves and the impacts of climate change are likely to aggravate the situation in the future. Despite Jordan’s severe water scarcity, more than 97% of Jordanians have access to an improved water source and 93% have access to improved sanitation. This session outlines key provisions of the water security action plans, including future construction measures and projects for both gray and green infrastructure.

10:40 am - 11:00 am KEYNOTE ADDRESS: How Is Sharjah Integrating Sustainable Solutions, Technology And Innovation To Maximise The Production Of Reused Water With Effluent Treatment Plant

H.E. Marwan Bin Jassim Al Sarkal - Executive Chairman, Sharjah Investment & Development Authority (SHUROOQ)
SHUROOQ and Besix have begun work on a waste-to-water plant in Al Saja’s area in Sharjah. When completed in 2020, it will produce 5,000m3 of water per day mainly for industrial purposes from Al Saja Sewage Treatment Plant’s (STP) treated effluent. This investment will also enable the plant to maximise the amount of reused water produced, doubling the capacity from 30 million litres of high-recycled water per day to 60 million litres per day, mainly for industrial use.

Key Question: What are the benefits of the STP?
  • Industrial usage
  • Landscaping
  • Sustainable alternative to desalinated water
  • Uses four times less energy consumption in the production process

PPP OR NOT TO PPP? - PARTNERSHIP MODELS FOR WATER MANAGEMENT AND DELIVERY
The demand for water in the UAE is estimated at 4.2 billion cubic metres per year (*Government.ae). A number of projects are being planned to reduce flooding risk, control groundwater levels and ensure drainage within the Middle East using effective partnership models. Is PPP the best course to follow?

11:00 am - 11:30 am EXECUTIVE PANEL DISCUSSION: Partnership Structures – How Can Contractors, Developers And End Users Improve Relationships To Deliver Successful Sewerage Projects

Dr Amgad Elmahdi - Head of MENA Region, International Water Management Institute
Creating a full-fledge drainage system in the Middle East with water infrastructure spend is increasing and this is seeing a rapid rise in PPP as a model of choice for the developers. There are renewed complexities in drainage and storm water flood modelling and mitigation for large infrastructure projects.

As cities grow and urbanisation imposes fresh demands on sustainability and happy communities, what are the overall requirements and key challenges?
  • Establishing a definite PPP framework and law
  • Discussing the possibility of Islamic Finance as a form of project finance
  • Attracting the right developers and investors for PPP: Vetting the contractual obligations for successful project delivery

11:30 am - 11:50 am A PPP CASE STUDY: Haya Water’s 2018-2045 PPP $15.6 Billion Masterplan

The PPP masterplan for sanitary drainage products includes the development of at least 86 water treatment plants (WTPs). The master plan would raise the number of WTPs in the Sultanate to 133, with total capacity increasing to 979,000m3 per day.

What are the different stages of the project? What are the challenges, risks and opportunities in the two stages?
  • Stage 1 - 21 WTPs
  • Stage 2- 65 medium WTPs that will serve 17% of the population
  • Developing metrics to stay on top of project risks

REGIONAL PROJECT SPOTLIGHT: VISIONARY KEYNOTES

12:30 pm - 12:50 pm SPOTLIGHT EGYPT: Challenges Of Alexandria Waste Water Treatment Plants

The sanitation network of Alexandria is one of the oldest in the whole of Egypt and it dates back to 1912. The total length of the sanitation network carried out until 2019 is about 4050 km and 93.4% is connected to the public network for sewage. As of now there are 178 pumping stations and 20 waste water treatment plants serving the city.

Key Question: What are the major challenges faced at the waste water treatment plants in Alexandria City?
  • Lack of balance between costs and revenue to ensure sustainable management
  • Lack of sustainability elements
